It's a tale of two worlds: an untouched Bahamian island threatened by development, and a dystopic Otherworld called Pangaia where development and pollution have already killed off most of the natural world. First-person narrator Trey (who could be a boy or a girl; Cooper is nonspecific) and Trey's silent little brother Lou shift between the two, in their everyday lives helping their grandfather petition against those who want to turn Long Pond Cay into a resort, and sometimes, when the tide is slack, traveling through to Pangaia where an anti-government Underground fighting a "Greenwar" believe Lou is the answer to a prophecy.
